Use this form to determine if you are subject to Building Performance Colorado benchmarking requirements, building performance standards, or both. If you believe your building has been wrongly identified as a covered building, please notify us through our Non-Covered Building Request Form. Questions marked with an asterisk (*) are required.

Gross floor area is measured from the outside surface of each exterior wall of the building, including above-grade and below-grade space.

A "public building” is a building that is owned by the State, a local government, a district or a special district regulated under Title 32, a school district, a charter school, or a State or private institution of higher education. If you select “yes”, please notify our office using the Public Building Identification Form.

Did the public building undergo a construction or renovation project after June 24, 2021 where:

1) The estimated cost of the renovation is at least $500,000, and

2) At least 25% of the building’s square footage is impacted?

Note: Cost and impacted square footage excludes upgrades such as painting, flooring, or tenant finishes that do not impact energy use.

You are required to bring your building into compliance with building performance standards and benchmarking. Please notify our office using the Public Building Renovation Form. Public building owners are not subject to civil penalties under this program. They are also exempt from the $100 fee.

You are required to comply with the annual benchmarking requirements but not required to bring your building into compliance. Public building owners are not required to pay the $100 annual fee.
